Need help with the name of an old WW2 Game

First off, it's obviously a ww2 game. I played it in the early 00's but I think it may have been older than that.
You were essentially a squad leader or officer or something.
You had a pool of soldiers that received experience for each mission they completed, and could increase their stats and rank which increased things such as accuracy.
even though you had something like 30 soldiers, you only used 5 per mission I believe.
you could find weapons, and after you found them, you could equip them. but only the amount that you found, so if you only found one Thompson, you only had one Thompson to equip until you found another Thompson.
If a soldier died in the mission, he was gone. no extra lives or anything. you had to fill his spot with one of the other guys.
you also gave your guys orders, and it would take them so many seconds to do each thing. If you didn't move them or order them, they could return fire, etc... when it was the enemies turn.
you could only see what your guys could see. so if you sent them to a roof, you could see farther than from the ground. If there were a million Nazis hiding in a room, you wouldn't know it till your guy walked in and got wasted.
That is all I got. anyone know what the heck I am talking about? I have been searching for a while and am about to give up.
Any help would be appreciated.

What perspective is it? Top-down like a real time strategy? First person? Third person?

It sounds like Brothers in Arms, but the first game in the series came out in 2005. It was a squad-based FPS.

Thanks. I think that squad leader one may be it. I know the perspective seems right. it was at that angle. Definitely not a shooter, first or third person. And not commandos. my brother had those games, and I remember they had more of a set squad, where this game had a much larger number of soldiers available, though only so many were able to be used per mission. I could be wrong about the number, but I believe it was in the neighborhood of 5. 2000 fits the time line fairly well also. I will have to check and see if it was this squad leader game for sure. You guys have all been most helpful.

Pretty sure you mean "Soldiers at War" from 1999, it played almost like Jagged Alliance, it was a good game. I also forgot the name and had to look it up in wikipedias list of Turn based tactical games.
