it shoudl work. if you are going to just set the two to directly connect to each other (why????), all you need is a corrossover cable, i think. i'm not an expert or anything at networking, but i know what forum to post in

Yes, if you have multiple static IP addresses from your cable ISP. Otherwise, you'll need some sort of a router.

basically, no, this isn't the piece of hardware you want. you want a home router. they cost about $40 usually.
