Need help with something from Zone Alarm

Got it for my friend after he received a thread of "being hacked" (the kid's a moron but you never know). Now he's getting multiple accesses from a single IP and it's trying different ports. Is there an explanation for this or could it be this kid trying a port scan?
 
Could be anything..
Have him trace the IP.
If he has broadband, its probably his cable company scanning for him.
If its someone's address, let us know.. 😛
 
He's on a school Lan, I tried tracing the IP (129.63.199.122), and it's untracable, unpingable and unreachable (probably behind a firewall and has these things blocked)
