Ok first off....I can only get a TN panel...and have a budget ~180$-200$...and these only these options in that budget that I have available:
i. Dell ST2420L 24" Full HD Monitor with LED (1080p, 8,000,000:1 dynamic contrast ratio, 5ms response time):

Now, before choosing, I have a few questions abt LED/LCD panels in general:
1) the meaning of and the difference between the dynamic contrast ratio's of many LCD/LED (specifically the above)?...how do these values (which have a wide range for the above) have impact on visual quality?
2) they all have static contrast ratios of 1:1000...what do i make of that?
3) whether the difference in response time (2ms v 5ms) matters?
And which of the above would you recommend and why (from gaming + HD Movies) point of view.
Secondly, I currently have an E6400 2.13 Ghz + hd4850 setup and am looking to buy a 2500K. Now i can get a 560Ti/6950 2Gb, but i thnk i can also wait for Southern Islands release and get a GPU from that series in this range. In the meanwhile, I'll make ado with hd4850 with my new i5 2500K. Does that sound reasonable?
Thirdly, I have only 2 options for a PSU
1) Antec Earth Watts 750W (rated 0-50 Celcius operating temp)

2) Corsair GS 700W (rated at 40 Celcius temp)

Where I live, summer temps can easily go in the 45C range...now I was leaning in the favor of Antec PSU for this reason, even though i thnk Corsair is generally superior in the build quality (at least AX,HX and TX series are superv, not sure of GS but thats the one that i can get)....so among the two, which would you suggest?
