Need help with new system

I've just put together a system with the components shown below. I'm using some OEM PCI video card for the moment, while I am waiting for my NVidia card to arrive. When I start the computer, the following happens: The screen stays blank for approx. 30 seconds, then the first four lines of the BIOS boot-up message are flashing for a split second on the screen. The message says something like:

Generic VGA (PCI) BIOS Version 1.00
Copyright blah blah...
Generic VGA 10/19/94

Then the screen immediately goes blank for another 30 seconds, after which the same message flashes for a split second, and the screen goes blank again.

Is this problem due to the video card, which is simply too old for my computer? (But then, I thought the PCI bus specifications should remain the same over the years...) Any idea where I should start looking for what's going wrong? Any pointers would be appreciated!

Generic OEM PCI video card with 4MB RAM
AOpen FM56-PX PCI modem card
Seagate 7200.7 120GB hard drive
LiteOn 16x DVD-Rom drive

Is there a jumper on the board to use the PCI card as default for the video? With the AGP port, usually motherboards are set to use that as default.

There's no onboard video with that board? I thought most of the new p4 chipsets had that?
