Need help with my new heatsink/fan

I just bought a new heatsink/fan to replace my very loud GlobalWin for my Athlon Tbird. I opened it up and the bottom of the metal part has some white oiley like stuff on it. Do I just put this on top of the processor?

white oily like stuff could be goop pre-applied, but i heard also some places put some anti-corrosion stuff on so er non too sure

safest bet is clean it off properly and apply some goop of your own, Artic Silver 3 to spit out the usual reccomendation; instructions.
