Need help with memo to hire CIO.

The City Manager (200,000 population) has asked me to serve on a committee that is investigating the possibility of hiring a CIO. Currently, the area has an IT department with a director, but the management of information technology is decentralized with each of the 8 major departments taking care of its own needs. The committee believes that a CIO is a good idea and they have asked me to write the memo to the CM (city manager). The memo needs to recommend the hiring of a CIO. The memo should explain the decision, provide a list of primary job responsibilities, and suggest where the CIO will be in the city?s organizational chart. The memo should be balanced by noting potential problems associated with a CIO having responsibility for information technology and how that will likely affect the current management of IT in the city.

Any help would be appreciated. I have already googled and researched this drastically. I really need help on the bolded part.

So, how would the position differ from the current IT director? Sounds like uncessary fluff to me.

But I'm just an innocent bystander trying to make a suggestion based upon a couple sentences. :)

you need to talk to my uncle, he was a mayor of town in colorado for a while and he is a retired IT manager and he likes to talk/give advice

I think the position will take over the director position.
