need help with hd format

I just installed a 40gig ibm hd on a new system and windows98 only sees 31.4gig. What did I do wrong? I know after a format that the full size is not avalible but what should this disk format to? FYI I first ran fdisk on the default settings and then 'format c:' what's the problem?

DOS does not always report correct sizes for large disks. I have a 78gig RAID 5 array that DOS showed as 12gig. Install windows and see what it says then.
 
Should at least be 37-38GB, so something's definitely not right there. Use the IBM HD software you got with your HD. Like Quantum Disk Manager.. I'm sure IBM has something similar. Also, does your BIOS have limitations? If so you'll need a Dynamic Drive Overlay, which the IBM HD program can probably provide. Run that and see what it tells you, fdisk and format it with that program, then install Windows or whatever OS.
