Need Help with Graphics card

Upon startup of my computer I get weird horizontal lines and then a black and gray flickering screen after that my computer starts normally. I have all the current drivers and am using a Radeon sapphire nitro rx480 4gb it has done this with 3 diffrent monitors and ever since I installed it. Here is a video of what it does
