Need help with FTP setup

i am trying to setup an ftp site just to simply allow my brother to get some files from me. i used the internet information services built in to windows xp pro to set up the site, and followed the article over at pcstats as to how to get it running. the problem i am having is that i can view the site from my computer but no one else can access it. they get the error that they do not have permission to access the site. i set it up for annoymous use, so anyone can access it. how can it to work for anyone, also, is there a better ftp client i should use (i am sure there is, but i am using it for the most bacis purposes) and out of curiosity, can i turn the ftp off at any time and then turn it back on later (how would i do this). thanks for the help ahead of time.

I am on a school campus, so that may firewall it, but even people on the network cant get in. also i am behind the nvidia firewall and am unsure how to open up ports on that, perhaps that is what is causing this (if you know how to open the ports, that would be helpful)
 
probably your S/W firewall first of all...open it, then try another computer on the local network.

IIS is....well, don't want to start a flame thread.

Been a while since I used IIS, you may need to set file level permissions (NTFS) on the inetpub ftproot folders to everyone read, possibly everyone write. At the least, there should be a user for ftp/web that you can define the access you want. Sounds like they arn't getting logged in, so this is just if you continue to have problems after you get your firewall stuff sorted out.
 
well is there a program i could use that can setup an ftp easier and without all the hassle. IIS does seem kinda limited.
