Need help with computer problem

Have a friend that is having a problem of after a while their mouse will lock up and they have to reboot the system to unlock it. I opened the case and saw that the fan on the chipset of the motherboard was unplugged so I plugged that back in and we thought the problem was gone but after i left they called me back to let mw know that it locked up again. I checked the bios and did not see any settings gone awry from what i could tell. They also said that they have turned the computer off using the power button and later on the computer had turned itself back on again. Thye did have a bad cdrw drive that was slowing or causing the system to become unresponsive but I unplugged and removed that as well. Any ideas guys? they have a amd 2600+ which i think the voltage was set to 1.66v if I remember correctly. Also cpu at idle is running at 30C which i believe is fine for that processor. I checked their outputs on the PSU in the bios, most or all look ok some a little low but that is not unusual. I still have a sneaking suspicion that maybe the PSU could be the culprit?
 
well system hardlocked in the screesaver after about 30 mins to hour even with a new 450w psu in it so thats not the problem. I also ran memtest for over 2 hours and no errors there. Could a bad or overheating video card cause a hard system lock. There system is not a gaming system though I dont even think they have a 3D type card in it. What else can i do guys? Mobo looks brand spanking new and I dont see any leaking or bulging caps either.
 
it was the chipset fan that was unplugged not the cpu. Its a gigabyte mobo I have to check the model# I know its a VIA chipset. I think the K400 chipset or k600 something like that
 
how do I test the mobo or chipset for damage? Also i did notice that there were some warning messages in the event lister in admin tools that stated HD had bad blocks. I need to get my friends admin password first before I can test the HD
