Need help with a 56K dialup internet connection...

Ok here goes. Everytime a cousin of mine logs on to the net, he cant see mail or browse in the Net or even log on to his messengers. His computer connects to the Internet (he has a simple 56K dialup connection) and thats it. Nothing else happens, only the 2 little screens appear down right on the task bar and he cant log on or surf to ANYWHERE. Its like a hollow connection. Now... does anyone know what can be done to correct this???
 
It sounds like he's not getting the DNS and/or gateway information from the ISP. How was the connection created in Windows - using the generic dial-up dialogs, or through the ISP's software? Perhaps the connection requires some specific TCP/IP settings that the ISP expects their software to configure for you.
