Need Help! Windows 2000 Server, disabled services, cant reinitialize

i though i had some virus running as a service so i opened services and stopped/disabled most of them. now i cant renable them. When i open up services i cant bring up the properties when i double the services but when i try to close the window it says close the properties. when i open my computer/c:/windows, no files or folders appear but it shows 109 objects found and the files do appear in windows explorer. the network and dial-up folder does not show anything. i cant open nero: "A error using COM/OLE occurs. Please check the installation of you COM on your computer."
all i want to know is how to renable the services some other way. like through registry or reinstall the services. safemode does not help.
