Need help trying to find owner of a taxi

A friend left his business phone in a cab yesterday. Luckily, he got a receipt. The cab's license plate is 6J29. Online searches lead to the the driver's ID of coming back as a J. The vin# is . Personal searches lead to a Ramon Santos in the Bronx but he died several years ago and left the cab in question to his son, who has moved. I cannot locate the son. He owns the cab and has two drivers driving it. Anyone has access to Carfax in order for me to get more info on this cab? My friend has filed a police report and a report with the TLC but neither party is willing to divulge information since this is a private taxi. I consider that odd since they are a business. Anyway, here's a recap of the information I have:

A police report? Really? No crime was committed.

No crime has to be reported in order to file a police report. In fact, the police want you to register your phone here in case something like this happens.

Remotely erase and move on.

I know. But when people come to me with a problem, I like to solve it. I've found phones for others before but this taxi does not belong to any garage and the information I'm getting is outdated. It's not a personal problem but I just want to see this matter closed.
 
uhhh just call the cab company and say you forgot your phone?

They probably have a lost and found bin where they take in stuff left in cabs. I'm sure it's not the first time it happens.

The cabs are licensed by the City and each one has a "medallion" that costs at least $250K. Usually, a company/garage owns the medallions and lets drivers drive the cab. In this case, the medallion is owned by an individual. His information is what I'm trying to get hold of. Whoever owns the cab has a lawyer at 19 W 44th Street, not far from the Harvard Club, but we could not get hold of them either. They may not even be in that building anymore anyway.

Problem solved.

Its a business phone, he probably didn't even pay for it
