need help setting up user accounts

Win2K SP4 on a Dlink router wireless network with WEP key.

I've setup a wireless network for my parents. The administrator account works fine, but I want to make a restricted user account for them so they can't accidentally tweak one of the settings or install some malware.
When I create a new account with restricted user access and log in, the wireless network either doesn't connect or after logging in with admin(to get it connected) and then with restricted user account it won't receive any packets.

any help would be appeciated
(sorry if this doesn't belong here, but the actual network hardware works fine and its not an OS bug I don't think)

Sure that the Wireless utility Installed/Run from the second account too.

yah. its running. the utility shows connected but no/limited connectivity. It sends packets but doesn't receive any.

Offhand, that doesn't sound like a permissions problem, since you're getting a connection and SENDING data.
