Need help selecting PSU

Hello all. I'm new to these forums however I have been lurking for a week or so.
I'd really like some help in selecting a PSU that would work well for my system. Here are the specs:

Dell Dimension 4600
2.8 Ghz P4
1 Gig Kingston PC 2700 in Dual mode
80 GB Maxtor Hard-drive
128 mb Leadtek nVidia 6600GT AGP
PCI Blower
80 mm Masscool in front (sucking air in)
The normal Dell fan in back and the single fan of the current PSU.

The current PSU came with the computer when purchased new. At the time it only had a GeForce FX5200 in it though. I noticed that the voltages after the new video card are stable, but at 11.7 or so under load (FarCry). I'm not sure if this is too low, but I feel that upgrading the PSU is necessary to protect the components of the PC.

Here is the PSU that I was directed to by other posts I read while searching for my answer:
XClio PSU
I'd be interested in opinions regarding this PSU as well as other recommendations given my computers specs.
Any and all help/advice is appreciated.

FYI: Future modifications to the computer will likely only include more fans, and a second hard drive at some point. Also, I'm looking to spend around $75.

Yeah, sometimes Dell is dumb and they make it so you cant upgrade stuff like that. They make it just a little bit bigger or a little bit smaller.

Well, OK...I'll have to open it up and check how much room they gave me in there. I've had the case open a few times for various things but I never attempted to check the size of the power supply.

Is 11.7 volts under load acceptable?

You can double check the voltage with a multimeter connected to the molex power connector. Most PSU are rated for 5% tolerance or as low as 11.4VDC on the 12V rail.

Yes, that is how I got the readings that I did. Well, if they can operate within a 5% tolerance maybe mine is OK. I just want to be safe. I guess I do have the warranty if anything goes wrong though.
