Need help removing dust/speckles from old pictures...

Came across a huge cache of old pictures of my parents they must have had scanned in a few years back... Decided it would be nice to make a nice photobook at blurb for them...

I was able to clean them up considerably using photoshop, they look excellent, except for one problem. There is significant dust/speckles on a number of them....

Tried using the built in dust/noise remover in PS, didn't work well. Neither did the standalone kodak/fuji application (don't recall who made it). Also, regular noise reduction apps (such as noise ninja/noiseware are a bit too strong handed with their approach to speckles and they loose too much detail in these ones)

Any ideas?

Modern scanners use infrared to help remove dusts and scratches. If you can find the originals you might be better off rescanning them.
