Make sure the shoes are retracted from the drum.... stick a screwdriver (or a brake spoon if you have one) in the slot in the back and go from top to bottom (at the blade end) rotating the mechanism. HTH..

What he said^.
If in doubt about the direction of rotation, try turning the drum. If you are tightening it by mistake, it will lock up soon enough.

adjust it as said above, then give it some love taps with a hammer around the edges.

If you have a rubber mallet use that, if not be very carefull hitting the drum as it will crack if you hit it too hard.....

Why don't you have a Haynes/Chilton manual?

should he use that manual to beat them off?

Those manuals make a fine cusion when you don't want to mar the surface of an object.

There is a star wheel (lever) in every drum brake application. It's what adjusts the brakes when you hit them in reverse so they continue to work as they wear.

i replaced one side. This car does not have a star wheel or lever. I am not kidding. So what am i going to do about the stuck drum. I have made a pdf copy of the escort service manual showing a exploded view of the drum brake system and it does not show a star wheel.

This is to the best of my knowledge. So i will send you the pdf for you to verify if someone wants to still help me out.

Hammer it in the center near the hub and inbetwen the wheel studs, and along the outer edge towards the outside of the car, hopefully that'll break the "rust" that's holding it to the hub.

Also, incase it's not obvious, the parking brake should not be on, and you shoudl be able to rotate the drum by hand.
