Need help recovering a .pst file in Outlook 2000

I copied a pst file from a users computer to their private directory on the network. When I Moved it back down to the local drive, due to a computer upgrade, I tried to open it in Outlook, and it was empty. The file properties shows it is about 4.5 mb in size. I ran the scanpst.exe several times, it shows no errors and says there are 4 sub folders in that file. I tried logging on as a different user, it comes up the same way, empty. Any suggestions would be greatly appreciated.

You might have to go to Services> Personal Folder> remove
ok
then Services> add> personal folder and navigate to where the pst file is and accept the import prompts.

I am not sure if this will work.. but make you have the ownership of the file.. and then try to import them from outlook..
see if that works
