Long story short, I buy upgrade for sandy bridge today and I plan to pass on parts to my mom since her athlon xp 2500 is getting slow.

Almost everything is ready but a psu. Her parts will be:
Athlon X2 250
a biostar mother board with intergated graphic.

Here is what I decided:

29.99 after rebate

Around 22 after rebate.

Which seems better, as the system will probably use very little power or is there something something even cheaper?

Either one should do the trick.
You might be able to find something cheaper...but why? Power supplies are the "heart" of any computer system, and a crappy one can (and often does) take out much of your system when they go.

Neither of those is a GREAT PSU, but both are good PSU's in the size & price range. (be aware, IIRC, the Earth Watts doesn't come with a power cord...part of their "going green" thing.)

Both the CX430 and EA430D are a good deal right now. The Corsair CX430 has significantly less +12V capacity and in comparison is more of a 380W power supply. But it's still pretty solid. And either will be more than enough for the system in question.

The BP350 is a cheap FSP build. It works but I rarely recommend it. Also, Newegg says that rebate expired last year on the 28th. So...

I am not seeing the rebate prices you are....I see $60 for the Antec with no rebate and 40 for the Corsair after rebate.

If that is the case, I would just get the Corsair....otherwise flip a coin between the Earthwatts and the CX430
