Need help opening "PART" file.

Friend of mine gave me the 1.31 patch to Q3 but windows ME doesn't recognize it and it says its a "PART" file. What the heck is that? Can't seem to find it on the web. My search brings up everything. Is this file actually part of another file? Do I need some kind of decompressing utility or am I missing another file? It is going to take a while to download the patch myself since I'm on dial-up. Hope its an easy fix.
 
Is the file's extension is ".part"??? Seems like your friend downloaded the patch somewhere but it's incomplete... A little bit like the ".dat" files when you are downloading something from Kazaa/Morpheus and it's not complete...
