Need help on installing the front fans

Should I install the front fan to suck cool air to enter the case or to blow away the hot air from inside the case?

Under normal circumstances, the best way to do it would be to have the front fan suck air into the case. But you won't damage anything really, so you could easily try both, and see which works better for you.
 
You want maximum airflow thru your case.

The PSU located at the back of the case,
normally it blows air out of the case.

So, its usual to install a fan in the front
of the case to blow air into the case.

As you add more fans, you want to maintain the
max air flow thru the case concept.
