Need help on deciding budget P4 Northwood Cooler

I don't want to spend a lot to cool down my P4 Northwood. My 1.8 o/c to 2.4 gets idle temps at about 41-43C, and load temps that hit nearly 60C. So now I have decided to buy a new cooler.
Here are my choices

OR
Y S Tech TMD Magnetic Drive Fan Model PD1270153B-2F CPU fan Retail

Which is better? I really don't want to spend over $27.
