Need help on building a new pc $1000 budget

The diamond pro is a great 20" viewable monitor. The only problem is alot of people have received there's with defects. If your not into gaming at all you can pick up a nice ti4200 for around $60 used.

CORSAIR MEMORY XMS Extreme Memory Speed Series 512MB 32MX8 PC-3200C2 With Heat Spreader = $110

Remember that i'll be getting 2 sticks to have 1gb.

Intel Pentium 4 / 2.4CGHz 512k socket 478 Hyper Threading Technology 800 MHz FSB - RETAIL = $178

Intel Pentium 4 / 2.6CGHz 512k socket 478 Hyper Threading Technology 800 MHz FSB - RETAIL = $231

Which is the best to get o/c & run stable.Is the $53 price difference really worth it ?.I wanna at least get 3ghz to 3.2ghz.

Also is this the best board to get =
