Need help installing NT4 on Dell GXpro and Gxi - can't boot from CD

I have 3 Optiplex Gxis and 1 GXpro that I need to install NT4 on. My problem is that I cannot boot from the CD-ROM. In the BIOS the CD-ROM is listed as a Packet Interface Device and there is no way to select this in the boot order. I have tried to create the NT boot disks but after I make the disks and NT copies the files to the hard drive and I boot from the floppys, NT says that it cannot find the files it previously copied. Does anyone know how to get the boot disks for NT to work properly. I think that I have done this before, but I cannot remember how.
