1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Web/Desktop Programming/ MMO Games like WOW/Guild Wars/Eve Online . No power hungry games like Crysis
2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
Around 700$ OR 35,000 INR
3. What country YOU will be buying YOUR parts from.
India
4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
i would like Intel Processor thats only one preference i have.
5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
Graphics Card - MSI Nvidia GEForce 9800 GT 1 GB
Monitor - Samsung 24inch LCD Monitor
6. IF YOU have searched and/or read similar threads.
Yes lots of it (Can't decide on the motherboard mainly)
7. IF YOU plan on overclocking or run the system at default speeds.

average resolution levels, don't need it too high

You should be able to get something like this for the equivalent of $700:

750GB HDD
DVD Burner
Good brand (Antec, Seasonic, Corsair) PSU
A case that you like the looks of

I can't be super specific about parts without knowing what's available to you.

What other parts do you have available to you for reuse. HDDs? Case?

If you want to put together a system for gaming at 24", it might not be a bad idea to devote at least some of the budget to a new GPU. Maybe reusing a case and decent-size hard drive for a while would give you enough wiggle-room in the budget?

Bear in mind that you're asking for suggestions from people who would be giving advice based on the low online US retailers which might be different from India.
