Need help identifying that I have to RMA

Hoping to get some advice to narrow down what I need to return. I have double checked that everything is connected properly. When I push the power button, the CPU fan connected to the motherboard comes on, and the chassis fans connected by 4-pin to the power supply come on, but that is it. Motherboard is not powering up, no post, no anything. I checked to make sure that the CMOS jumper was in the right place and it is. I tested with a known good power supply and got the same outcome, although this test did prove that the CD drive is DOA, but that is besides the point.

I think at this point I can narrow it down to the CPU or the Motherboard. The first CPU I bought was damage in transit (learned my lesson about OEM parts) and I just received the replacement back. I just don't know if the motherboard would at least try to post or do something with a bad/defective chip. Again, the machine does nothing, fans spin, that's it. Obviously some power is going through the motherboard for the CPU fan and the the power button connection is working and firing up the PSU, but the system is not firing up at all.

The 4-pin ATX12V plug is hooked up, right? Two yellow wires, two black wires, typically has a receptacle near to the CPU socket.
