Need help for setup of simple web/email server

I know little to nothing about hosting, but have to set one up because my brother keeping "forgetting" to pay OLM and now pops wants me to set up something internally for his domain and email. It is a 3 page site and just one email account.

We have DSL LAN with a block of 10 fixed IP's and only use one. The computers are behind a simple Linksys DSL router. I have a computer running XP basically doing nothing 90% of the time or I could also run it on a Windows 2000 Server file server. This is a small office with only 3 employees, so there is not too much of a concern about increased traffic.

Any help would be greatly appreciated.
 
I have two recommendations: 1. use a dedicated machine. 2. use a server class OS.

The link posted was pretty good last time I checked it.
