From this information, I can tell you that song is #9 on this album by PM Dawn...

I actually own this album (no flames please!)...

Now, I didn't download the file to listen to it, so I might be wrong, but if it's an obscure hip hop song sampled from Spandau Ballet's "True", then this has to be it.
