Need help finding the right video card(s).

I've been pretty much looking at either the matrox g450 16MB and one of the GeForce2 MX boards.
My feature needs are as follows in order of priority.

Required Razor sharp signal for clear text for extensive programming hours.
Very high Dual monitors for augmenting all functions.
Moderate Capture some TV programming as with VHS, but I hate VHS.
Moderate Play captured TV programming on 2nd monitor as well as DVDs.

Note: If my best option is a video card with a separate TV capture card so as not to sacrifice text sharpness, then so be it.

Also, I would like to capture these TV shows, like some cooking programs, and store them on CD's for future viewing. Can I do this as well?

How much do you want to spend? How important is the price, and how flexible are you on that? I think that's important for people to know before they start recommending stuff...

How about $150 for video cards. I know I can get the G450 oem for abut $75 and since I don't really play computer games, high end isn't necessary.

I just realized, if I have two monitors on my desk I'll need to take the TV away. So, can I also view TV on the 2nd monitor as well as play video recorded onto my hard drive, cdrom, or just off of a DVD?
