Need help finding out about a law

I have a ticket for violation 25620A and I am looking for the exact law online, but cant find it.

I found the same violation 25620 (no A) for Glendale, but not los angeles...its the exact same, but according to the glendale the max penalty is $100, but mine is $142 so im trying to find the Los Angeles law

I dont understand why thats illegal... govt = nazis
