Need help figuring if my PSU rails are good enough

I'm using a Super Flower 450w PSU and I'm getting video degradation on some games...I'm using a eVGA 5900 Ultra so I know its a power hungry beast.

Can you tell me if these numbers are good or bad:

Your 5v is low. Should be at most a 10% fluctuation 5% would be better. Your reading looks to be below that.

Thanks Viper...do you think that could be the reason why my video is degrading...I've tried everything and I think it must be my PSU..

wow, those are some really low readings... i'd get a new power supply.

5v is almost 20% off. Get rid of that thing.

OK...I've got an Antec laying around that I will try out...

Antec is no help...still having problems...I know the Antec wasn't the best choice to use because it has some burnt leads on it....what to do??

Someone said to check out with a volt mter...believe it or not I have one...just have no clue how to use it?? which wires do I test???

Black is Ground, Red is +5v, and Yellow is +12v on a molex.
