@OP: I know you said you only had a so-so 250W PSU, but what's your motherboard like? Does it support any overclocking?

Your E2140 may be rather slow at 1.6GHz, but if your motherboard support any overclocking those Core2 Pentiums can overclocked close to 100%. Wouldn't recommended until after getting a decent PSU though, but a E2160 @ 2.8GHz or so is fairly capable.

those g31/g41 gigabyte boards are quite nice for overclocking fsb200/266 chips,
give it a go, I wouldn't be impressed if you could get 3GHz+ out of this MB+CPU, it would be a massive gain....

but yes, a new PSU would be good.

if it's only when windows starts it can be driver related,
does it work before that, I' mean, can you access the MB bios and all of that?

it needs some investigation, but it might be your CPU holding the performance...
how clean is your Windows install? some background service/malware could cause poorer performance.

also disable vsync...
something I can recommend when you have an unbalanced system is to use a framerate limit, like 30, 40FPS... using DXtory,
it helped me a lot to play skyrim smoothly

It's not letting my graphics card to get enough power is it true?
And I'll try to reinstall windows.
