Hello. I have a budget of about $5 or so a month. I need webhosting, probably with a domain, that doesn't have some setup fee or contract that will make me pay for 6 or 12 months of hosting at a time.
I just need it for a small website and some upload space.

Can you all help me?

How much space and bandwidth do you need? I use Solid Internet, which has plans starting at less than $40 per year, and it's been working great for a couple years now.

Another vote for Cernax 🙂 I know you didn't want a contract, but there really isn't a contract involved with them. You can purchase a whole year for less than you think, that's what I did. I believe it was only $25.
