I'd recommend any CMV or Polyview monitor. That's the niche of the market that my former company (Amptron) goes for (disclaimer of course, I'm a former employee of Amptron). They rely on low prices and low overhead to do business, rather than mass marketing (which drives up prices) or mail-in rebates (which you may or may not receive). The monitors are actually worldwide brands made by Chi Mei Optoelectronics, which is the 4th largest LCD manufacturer in the world, so it's pretty reputable and top-notch; Amptron is essentially the U.S. distributor, and also handles the RMA stuff. Amptron has a better dead pixel policy than the vast majority of companies in the U.S.
If you're looking for cheap, be wary of monitors that are cheap because of mail-in rebates from companies you've never heard of. Especially if in the fine print they say the rebate comes sometime after 8 weeks, which is beyond the date when you can dispute the charge with your credit card company (so you're essentially on your own to get them to cough up the money). They're especially deceiving because of the good reviews they get while the rebate is being offered (because the price is seemingly so low), but you never really see the amount of negative reviews that they get several months afterwards. Don't think it really takes them more than 8 weeks to process a rebate claim; they're hoping you forget about it. Also, look for the terms of the warranty, make sure you're covered by something that lasts at least a year.
