Its an unloaded wire that has voltage induced from an adjacent wire. The op is measuring with a high impedance meter. This would be solved if an old school "wiggy" was used which loads the wire while measuring.

I didn't stop to think about what kind of multi-meter he was using. I frequently use a cheap ($70) multimeter & can't recall ever having a neutral measure that high. The only time I've seen one that high was at the neighbor's house when they were having a problem which was a bad ground to their house.
