Need Build Reccommendations for Small Computer

Helping to build a computer for a friend. I have been out of the loop for a while. They have a single core Athlon 3000+. They would like a computer with a bul ray burner for general use.
They might buy a gopro and edit some of the videos. The want to spend the least possible and have the smallest case possible. Any suggestions? Thanks!!!

General computing and gopro video saving.

Note that it is usually not cost or time effective to choose your build more than a month before you actually plan to be using it.

X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software?
If you need to purchase Windows 7, I'd recommend a single 4GB RAM module, it'll total at $500 then.
