need another software program. help please!!

I walked into my office to find morpheus, kazaa, gambling online casino and some exotic dancer dancing on my desktop. All programs that were downloaded from when I left yesterday up until this morning. There are people that can use my computer however I've told everyone I dont want downloads done on my computer. Since this policy can't be followed, I wanted to look for a software that I would need a password for downloads. So basically if someone clicked on an .exe file you would have to put in a password to start the download process. Does anyone know of software that can do this?

What OS? If 98, theres some program that allows alot of customization of security. Can I remember the name of it? Heck no...It was...security something....Didnt do specifically what you wanted, I dont belivee...Cant really remember that either....But, it did....stuff....Damn man! I dunno anymore....

Put up a WinNT version OS and set guest priviledges to not have access to the internet.
Force anyone who is to use the computer when you are not there to use this account, unless you wish to set up specific accounts for each person.
