need agp card that can play HD video

my computer is old and I'm running an old ATI 9500 pro. It currently cannot play HD video. correct me if i'm wrong here but through some google searches I read that with the right video card I would be able to play HD video (mkv, mp4, etc) with no issues. I read that i would need a card that supports avivo or purevideo.

I came across this on newegg:

oddly enough this is 2-3x cheaper than what i paid for my current card.

1) would this do?
2) any other suggestions? I've been out of the video card game for years since i stopped gaming. I have no idea where i'm going on this.
 
I am not an expert on video, but I think this should work. I had a 2600 pro which is a generation older than this and I think it supported HD video, although I never used it for that because I dont have an HD monitor.

Again, I am not an expert by any stretch, but to get true HD I think you would need the proper monitor and cables also, unless you have them already.
 
yeah, i chose that on purpose. I guess my concern was more about processing power, not actual output. my current setup is just too sluggish.
 
that card will work fine. you just need to download powerdvd8 or use media player classic -home cinema with the cyberlink decoder to get directx video acceleration working. what display are you using?
 
when i was referring to HD video I was referring more along the lines of mkv and mp4. do i still need the cyberlink decoders? I'm using a samsung 215tw lcd.
 
i pulled the trigger on the one that i linked. i'd much prefer the fanless as i only need this card to play HD video, not to game. (I'm assuming that high end gaming requirements would supercede watching HD video.)

a lot of the reviews said there were issues with installing drivers. i got the link for the hotlink fix drivers. kinda worried though.
