there was a clarical error where I wasn't paying my electric bill for about a year.

UK here admittedly - this happened to me just over ten years ago and the customer service rep said it's due to pay now, and I just said nope. We sorted out a payment plan. No interest paid on the balance.

In my experience they would rather have something than nothing, so in order to get something they're willing to bend quite a bit.

In my county's publicly online database of various information, which includes complaints to the administrative agency on housing, someone did make a complaint that they were running a generator in their living quarters and that the landlord's failed to maintain the electricity to the apartment.

If you're going to try to run a generator indoors, which I really don't recommend, at minimum, get at least 2 CO detectors, one near the generator and one where you are sleeping. You will want to pipe the exhaust outside with double wall pipe, and also have an intake for make up air. By the time you spend money on all of that you may as well just pay the hydro bill because you'll be looking at close to 1 grand in materials to make it at least semi safe. Of course CO is only half the danger. The idea of having gasoline and an internal combustion engine indoors is a hazard itself.

So yeah I don't recommend it.

The OP is just going to do what the OP does.

But let's recap:

1) Don't run a generator inside. First, that's incredibly dangerous for you and your neighbors (if a multifamily building), and it will be more expensive long-term
2) Don't pay your electric bill with a credit card, that's a really bad idea, considering the interest rate will probably be like 25%
3) Call the electric company, they have programs that can help
4) if the electric company can't help, there are certainly government and non-government (eg, charity) programs that can help

Yeah my neighbor was able to turn on it on but it was a little loud.

I think I'll use it if it's a emergency.

Life hack: sell the generator, pay bill with money.

As a side note may this be a life lesson to double check your bank account regularly and make sure your bills are actually coming out. To rack up such a bill it must have been close to a year that it was not coming out so should have caught that before. Although it would have been nice if the hydro company warned you that the first bill didn't go through... so I do fault them for that to some extent.
