Need advice on web hosting...cheap.

I did a search, but didn't find what I am looking for, which, of course, is a cheap website host with the most bang for the buck and perhaps a website builder/content management system that offers lots of features for rookies.

GoDaddy's hosting seems reasonable, but I figured I would ask the experts here. A friend suggested 1and1 or something like that, but I haven't looked into yet.
