Need advice on new PC build

I use my computer for gamming and everyday use and I don’t really care about over clocking.
I currently have:
Phenom II x4 965
ASUS M4A79XTD EVO
XFX HD5850
I’m thinking of getting either a FX 9590 or FX 8370, Asus SABERTOOTH 990FX/GEN3 R2.0 and a XFX RADEON R9 290X 1000M 8GB.
First question: Do I really need to use water cool on the 9590? I really do not want to use water cool so I have been leaning towards the 8370.
Second question: Will there be a bottleneck using the above video card and either of the 2 cpu listed above?
Third question: Or should i just get an Intel set up? This comes up manly since AMD has not came out with anything new in a few years and the AM3+ socket is getting old and also wonder if the motherboard companies will even make Windows 10 drivers for the boards when it comes out later this year.

If you want to replace your motherboard, yes, you probably should. If you don't want to replace your motherboard, you might consider a used Phenom II X6. It looks like your mobo supports them all.

Probably. What games do you want to play? Edit: I missed the 290X. 😱

I wouldn't worry about Win10 drivers, if it runs 7 fairly well, Windows will probably have a driver for 10 built into the system.

Honestly, unless you are a major AMD fan, i'd look at a core i5 or i7? Also, what resolution are you gaming at? 8GB of video ram seems like it will be wasted without extra processing power. The one review I read @ Tom's showed a small increase over a 970x on 4k gaming, but losing to it @ 1080p. The 980x might be a better option.
 
Agree with Ken and Syran that since you're looking at replacing your mobo anyway, it doesn't make sense to stick with AMD. Why buy a hot 220W CPU when you can spend about the same amount of money and get an i5 4690K that is generally faster and uses less than half the power?
