Need advice...2 yr old KT7 won't POST

Hi...here's the situation. I have an ABIT KT7 with an Athlon (750 I think). It stated getting unstable, rebooting, and occasionaly not POSTing over about 7 days. Now it does not POST at all. Here's what I've done:

Remvoed video card.... still doesn't beep.
Removed all other cards (modem, wireless network, auido, hard drive controller)... still nothing.
Removed memory... sill nothing.
Removed CPU for an inspection...looked good. Noticed the heat sink is not warm. Replaced and booted without heat sink (I know...but I had to find out)...and the core is not heating up so I figure there is no power there.

Now, did I do something out of order that would cause this condition...or does it indicate a bad motherboard or power supply? The fan headers, hard drives, and CD drives all have power. All lights on the case come on and stay on.

Any ideas? I'm ready to drop the bucks for a new mobo, cpu, video, and memory (might as well upgrad right?). Or is there a simpiler solution? Am I missing something obvious?

On the power supply...how do I test?

Tell us your setup... including name/wattage of powersupply, ram settings... etc.
I'd try flashing BIOS to o.g. with the jumpers.

Try a different power supply if you can, also clear the BIOS via jumper, take out battery and unplug computer power supply to help make sure the BIOS gets cleared.
