I'll use it to encode movies so I can stream them to my PS3. Also want to be able to play older games like Bioshock and COD4. I was thinking a 9600gt, will that work?

Probably, unless it is a crappy PSU, or you've got a rather beefy CPU or a lot of other hardware running off it. You might even be fine with a 9800gt depending on the particulars.

it highly depends on the power supply. a noname psu probably won't manage it because it's max wattage is always overinflated. Even if it would, it's dangerous, when power supplies fail they like to go out with a bang and take as many components with them as they can. Had a friend who's power supply failed; the only thing that he could salvage from the system was the hdd, everything else was fried

We need the name of the powersupply manufacturer, and if possible the model line.

and the total amount of volts it can supply at each amps (volts times amps equals watts). It should be written like this
At Temp Z
Yv X Amps, 5v XAmps, 12v XAmps etc

Now the most helpful information is how many combined watts (when all the rails are active) it can supply at 12v but often they don't say this on the label if they are a cheaper psu company. (note this number isn't all the 12v rails added together for while 1 rail may supply X amps, when you have 2 or more rails they can't supply their maximum individual load at the same time only a percentage.)

HD 4670 because it doesn't need an extra power plug. If it does have a PCI-E connector then you have options.

Any power supply can have a PCIe connector by means of a simple adapter, and many cards come with one in the box.
