Need a new PSU? (Opeteron 165 OC)

Here's the situation. I have a modstream 450w PSU and here are the other items:

Ultra-D
Opteron 165 (2.65 Ghz @ 1.525v)
2 x Optical drive
74 Gb Raptor
320 GB WD SATA
Audigy 2 ZS Plat
x850xt PE
OCZ Gold 2x512mb 2-2-2-5 @ 220 Mhz @ 3.0v

Idle temp:~34c
Load temp: ~ 40c

I can't seem to get past this and be stable even going up to 1.6v or increasing the ram voltage (i have run with a larger divider to take ram out of the equation as well.)

I'm wondering if it's possibly the smaller rated PSU that is failing me... let me have your thoughts...

I think you have hit your chips limit.

If you still think its the power supply, remove your optical drives, spare hard drive, and try running with a plain pci video card.

A high quality 450W PS is enough for nearly any system...probably hitting your chip's limit.

2.65 GHz is nothing to be ashamed of anyway
