A simple search at Newegg in server motherboards, using the filters, shows 3 candidates under $150 and if you stretch the budget to $160, 10 candidates, 18 possibles @ $170.

Probably because I have never used ASRock for a server before, but there it is.
Not sure which ones you're talking about that are under $150, because the ones that turn up either don't meet the op's criteria or aren't ones that I'd recommend, especially since one is out of warranty. I did miss one though that's all of $5 over budget first time round though so the op may want to take a look at the Supermicro MBD-X9SCL. It meets the requirements even though I'm not a big fan of using previous generation CPUs it's not like they're terribly out of date.
