If battery life does not matter, then you can include Celeron M on your list again. These chips perform almost exactly like Pentium M's clock for clock. Their only big disadvantage is less battery efficiency. Celeron M notebooks are a lot cheaper, and getting one could help you meet other desired specs while staying under $700.
