Need a good animated GIF program

I have a picture thats allready an animated gif but I need to rotate it like 45 degrees and then make another thats flipped horizontally and 45 degrees does anyone have a program that will do this

Funny, I just searched google and found it right away... I had a much better site where you could customize the flag yourself, but can't remember it.

Edit: it was www.3dflags.com, but it doesn't seem to work right now.

Thanks that will work, now is there any program I can use to make it at like a 45 degree angle and then make another at a 45 degree angle but flipped horizonatally

Here is a link to a free online gif making/editing tool at GifWorks. It lets you upload the pic and split it into frames, etc. for manipulating the image, etc.

Thanks, I got the gif how I wanted it but I dont know how to add a gif to like a non gif picture what im trying to do is make a banner with the flags in it and have other stuff thats not animated but photoshop wont let me open animations and animation studio opens them into frames
