Near silent dual head / HD Video card help

I am looking for recommendations on video card upgrades. I think that I will have to use two cards to power all four displays. Here are the details:

-4 displays: 2 monitors (DVI), 1 Projector (DVI or VGA), 1 TV (S-Video)
-Silent or near silent without getting too hot
-Hardware HD decoder
-Low cost
-Currently using Radeon X1300 Pro

Has HDMI, DVI and VGA output and is only $20 for one (AR). Can't get much better than that.
And if you keep your current card you can use both with the same driver.

Good for HTPC according to AT.
Only thing you might want to look at is a 3rd party fanless heatsink if you can get one, or look for a different HD4350 which comes fanless if anyone makes them.
