Haven't seen NCIS, but I'm guessing it's not very different from other law/procedural type shows (they all have their subtleties and twists, of course), and I am a bit disappointed with Supernatural's last 2 seasons. I's worth a watch, but I wouldn't recommend it over Doctor Who.
Doctor Who is great. Even among other sci-fi shows, it is fairly unique. The writing and plots of individual episodes and story arcs can vary, but it usually springs back quickly and even with the changes in the actors playing the Doctor the flavor of the show is never lost. Give the first season (series) of the reboot of a chance, and if you like that you'll probably like the ones that follow.
I usually watch Doctor Who in blocks. It's the kind of television show you can find yourself returning to again and again.
I love Doctor Who, moreso since Matt Smith and Karen Gillan, yet I just can't get into Torchwood. The first few minutes of the first episode kind of ruined it for me; I know they're trying to go the more mature/adult route, but when you go the Britney route and just flash T&A in the premier with a monster that needs teh fuck, that's just lame.
Supernatural is my favorite show on tv, I tried Dr Who after hearing all the hoopla and it was HORRIBLE imo. It was an episode where all there mannequins come to life and something was controlling them from under the ferris wheel in London, WOW it was bad.
Never could get into Doctor Who and NCIS sucks, so Supernatural wins. Plus from the few episodes I've seen they seem to find a reason to put in at least one hot chick.
Dr. Who is great too but I don't like all the changes with lead actors moving on to other "projects" for fear of being typecast. Too much emotional investment with the current set of actors only to have them swiped away after 3 short seasons.
